Disruptive Power: The Crisis of the State in the Digital Age is designed as a unique animated invite to a public talk by Dr. Taylor Owen, Editor-in-Chief of the international affairs website OpenCanada.org and author of a book by the same title. The film was commissioned by the Centre for International Governance Innovation (CIGI) in Waterloo, Canada, which hosted the event.
